The Veteran Readiness and Employment program, known as VR&E or Chapter 31, helps veterans with service-connected disabilities prepare for, find, and maintain suitable employment. Unlike the GI Bill, which is an education benefit, VR&E is a vocational rehabilitation program. To qualify, you need a VA disability rating and a barrier to employment that stems from your service-connected conditions.
VR&E offers five distinct tracks. The Reemployment track helps you return to your previous employer with accommodations. The Rapid Access to Employment track focuses on job-search skills and placement. The Self-Employment track is for veterans whose disabilities make traditional employment impractical and who want to start a business. The Employment Through Long-Term Services track covers education and training needed for a new career. The Independent Living track is for veterans whose disabilities are so severe that employment goals are not currently feasible.
The application process begins with VA Form 28-1900, submitted online or through a VA regional office. Once approved, you are assigned a Vocational Rehabilitation Counselor (VRC) who evaluates your abilities, interests, and limitations. The VRC then develops a rehabilitation plan with specific goals and timelines. Benefits can include tuition, books, supplies, equipment, and a monthly subsistence allowance.
A common point of confusion is whether VR&E reduces your remaining GI Bill entitlement. It does not — VR&E is a separate benefit. However, you generally cannot use both programs simultaneously for the same training. If you are unsure whether VR&E or the GI Bill is the better fit, request an evaluation with a VRC. They are required to help you make an informed choice before committing to either program.
